Bid to the level of the fit: with fewer than 3 cards in partner's suit, Pass. With 3 cards, bid 2 of the suit (unless partner is already there). With 4 cards, bid 3 of the suit. With 5+ cards, bid 4 of the suit. If the opposition (or partner) are already above the level you'd bid, Pass instead.
